Add possibility to edit F-Curve modifier toggles via Python

There is no possibility to edit F-Curve modifier toggles via Python.

Referring to this question. blender.stackexchange.com/questions/244044/python-how-to-change-f-curve-modifier-toggles-for-all-action-groups-channels

This makes impossible to batch and simplify modifiers usage in animation.

The possible way is that, the "modifier toggles" should be made as part of FCurve attributes. docs.blender.org/api/current/bpy.types.FCurve.html
