Grease Pencil 2D for procedural texture painting.
I think a Grease Pencil 2D could be a good alternative vector drawing in Blender.
For Blender it would be a first step to procedural painting. Painting from Image Editor on the canvas with Grease Pencil would be the bomb.
Although the vector painting would also be very welcome, and without knowing the real work that entails, I think that with Grease Pencil has the half-done path.
Other procedural painting programs allow to readjust the resolution of the textures once they are already painted to raise them of quality, with Grease Pencil it would also be possible to move and correct the paths.
Grease Pencil is currently improving mixing options with transparency, and texturing. Although I think that pictorially it will always be a bit limited, it has many possibilities, since it would allow editing the drawings without destroying them.
In any case, I think it would be necessary to use a file format similar to .psd, in order to mix bitmaps layers and grease pencil layers.
