Reorder UV Layers with Python Access
When exporting meshes for game development, the order of UV layers can be very important and there is no native way to reorder UV layers in Blender, the best we can manage is to activate a UV layer, add a new layer (which duplicates the active UV layer data), delete your old layer, rename your new layer, and that will effectively "reorder" your UVs. Problem is that not only is that very clunky to do, it's also REALLY computationally slow, especially if you're doing a few meshes with python.
