second render profile
ability to have a second render profile eg final render and test render final render would be full original quality the second render profile may be at a lower resolution, use less samples, render less frames etc as a way to quickly get a render out to see progress without the full render time so basically output/render profiles.

You can simply use Presets for that. On the top-right corner of the panel, next to the drag widget, you will find the presets button where you can add or remove custom configurations.
Are you suggesting create a new preset unifying presets for render and sampling? Cycles curretly has presets for setting sampling. And output resolution has it's own presets.
On the meantime what you can do is either create a linked copy of your scene with the new values, or have a python script that sets your defaults.
