Drag and Droppable UI

This will make Editor Types (Viewport, Timeline, Graph Editor, etc.) easier to transfer to other parts of the main Blender window. When an editor type is dragged, the window it was previously in will automatically close unless it's brought back. When dropped into a particular part of Blender, and there's an editor type in it, it will make a new tab automatically. Except for the "new tab" part this is already (unofficially) being worked on. devtalk.blender.org/t/feedback-wanted-on-area-docking-ideas/23099
