View Layer Material Override

Similar to the 'world override option for view layers’ feature that was recently added, this would be a ‘material override’ for view layers.

Depending on the view layer that you're currently on, if you select the "view layer" in the link material button, a new material can be linked to that view layer. If you change to a new view layer, it will default to the object or data material link.
