I do believe that FBX's groups have an origin point with transforms, which collections don't, hence the usage of empties instead of anything else.
Sounds like something you probably can do using Python. Feels like quite case specific to be a feature.
Maybe you are right, I thought about it because Rhinoceros exports layers into FBX hierarchy groups, that's why I thought it might have been a pretty useful preset to have at the import stage in Blender.
