We have the display, but not the tool functionality of it.
Paint tools are unable to seamlessly paint on the repeated patterns. Here's what we have in Blender:
You can see that my line break as soon as I reach the edge of the canvas. And what you can't really see without being the one doing the painting: you have to do some mental gymnastic to figure out where you actually need to go to continue your line. Your mind sees a gap and wants to draw it, but you actually need to find that same gap pattern somewhere else, specifically within the canvas (which is made harder to find when you have repeating patterns everywhere), and only then you can draw.
VS what other softwares have (e.g. Krita):
With this, it would allow painting seamless patterns and seamless textures with great ease and no obstacles. Stay in the flow, just painting what you want without your stroke suddenly stopping and having to wonder where else you have to go to keep drawing it, and then struggle on the edges of the canvas to make it actually seamless.
Also a few UI/UX caveats:
The Display panel in which we find the "Repeat Image" option, is visible only if an image is loaded.
It makes discoverability a bit tedious IMHO, it's not like we need to hide image options until you load an image, it's an image editor, there's nothing else to do than showing images options to begin with.
What distinguished the View menu and the sidebar's View tab ?
When the user is looking for something specific, how does he know in which one it would be? Why would Repeat Image be in the sidebar but not the menu, or both ? I find the difference between those two places hard to identify, and therefore to look up for things, as it is hard to know where to expect them to be.
