Cannot name/rename layers in Grease Pencil 3.0 layer dropdown menu

The dropdown Layer menu when in fullscreen mode allows me to add, reorder, change opacity, and access special, but it does not allow me to name/rename my layers.

In order to do this when in fullscreen mode, I can access the right-click menu in draw mode which allows me to add/rename layers here. Would be great if the dropdown would allow this too?
