This is a nice idea, but it is technically complicated.
Blender would need to crawl all the folders, one by one and convert files into thumbnails (which takes time, so the progress would be visible, which also happens some times on windows).
Unlike windows, though, Blender shouldn't be populating folders with '.thumbnails' files, so it can't save the converted thumbnails for the next time.
It's something to think about!
