Blender already has 3D speakers, they are just unstable or not fully realized. And as a priority, the speaker objects are probably really low since most people don't even know they exist.
I believe Pablo mentioned that the community/an outsider could develope it further and submit it to Blender for merging approval since Blender devs are already pretty busy with everything else.
