Active element name should ALWAYS be visible at top of Properties Panel

I just noticed that it is now possible to scroll the Properties Panel in such a way that the current active element (the one that will be affected) can scroll off the top. (For all I know it's always been that way, but I just noticed it.)

I think this is Bad: the element you are working on in Properties should ALWAYS be visible to the user to avoid confusion.
