Change N-Panel tabs to dropdown menu
How about trying to change the vertical tabs to a dropdown menu? This would give the advantage of not needing to deal with the reduced swindow size as it only occupies one horizontal line.

2 clicks instead of 1 to change tab. I think I disagree on this.
Not if you cant read the text of the tabs;D Also this could be a option so the user would have the choice between the 2 options.
I would prefer a list of expandable headers similar to zbrush right side panel. Could work well with some key combination to expand exclusively one of them at a time or collapse all others. I hate the vertical tabs but dropdowns are not good either especially with many changing items that you need to access quickly.
There is awfully little amount of customization available for Blender UI, I really hate the N-Panel's concept. I think what you suggest could be a nice option, but there always seems to be only one way of showing things in Blender UI, so I doubt there could be such option ever.
