CHECKMARK in preferences to make "AUTOMATICALLY PACK RESOURCES" always enabled
Right now, the opposite is the default. Please add a checkmark to make it always enabled, so if an user ever wants it disabled in a particular .blend file they can uncheck the normal option under the File tab

There is no need to add another option in the preferences for this, as you can simply enable "Automatically Pack Resources" in a new clean scene and then save that as your new default startup file:
But I want it to be enabled every time I open Blender. A checkmark wouldn't be difficult to add for this
EDIT: Oh wait, I understand what you meant now. First time I see a feature like this! Does this get saved in userpref.blend?
It's what "Save Startup File" does yes.
Certainly not compared to adding a new render engine. But it's also not just adding a bit of GUI, it's adding a new data, and adding logic to check that data state when opening a scene and how to handle it.
And the handling needs to be decided too: should we prefer the setting you put in the preferences or the setting you put in the file? How to communicate to the user which "source" of the same option is currently being applied? What happens when you open a file created with an older Blender version without that option, and vice versa?
All the while we already have a solution that has been there and used for anything for decades. And besides for existing files that have their own settings, it does the job perfectly.
