Decouple Modal operators from the Auto-Save function.

Currently, the Auto-Save function in blender is postponed anytime a modal operator is active. A large amount of addons tend to use modal operators and a few even use modal operators that are persistent.

In these cases the Auto-Save function can be postponed for hours and the user will have no idea which addon is causing the issue or that its even an issue coming from addons specifically.

The proposal is to decouple the Auto-Save from the other modal operators or at least allow the users a method to inspect which modal operators are active and which addons are causing them.

Or, just press Cntl-S once in awhile and save your work.

Why even have an autosave at all then? The auto-save function exists for a reason and can just stop functioning for no discernible reason. Sometimes things can crash while saving, files get corrupted etc.
