I have an HD 6000, and I have the same problem.

I guess your GPU is not suited for cuda/optix/openCL rendering. As well as this post is not suited for this site ;)

Run the following line in the terminal, from Blender's application folder (ie. in Mac: /Applications/Blender.app/Contents/MacOS/):
export CYCLES_OPENCL_TEST=all
Then run blender from the same folder/terminal (ie. In Mac: ./blender) and HD 4000 will appear in the OpenCL options. Not sure it changed my performance, but at least it showed to me.
