Make Background Image behave like a billboard in the 3d View.
I know we can split the view or do it within the Camera but this is much more cleaner and better solution since you can work with the full View, Show/Hide..etc.

lock camera to view, drag your image into the viewport, and parent it to the camera (camera should be the parent)
