Add Layout as a category option of RCS
I've been thinking of proposals related to the 3d viewport but not actually related to modeling. To me modeling means edit mode and the Modeling workspace. There is a "layout" workspace so maybe there should be a layout category for RCS proposals.

I'm unsure what you mean there. Modeling is a task, proposals for modeling can be tools and features that concern that task. It has little to no link to the viewport itself. Like animation, or sculp, or texture paint, so on...
If you need something about the 3d viewport, then it is most likely a user interface thing? Or General at least.
Also, layout is a step in production, but each production have its own process so it is really imprecise without context. And IMHO a wrong word usage in Blender to begin with.
