Pin Modifieers to top or botton

Imagine have the ability to create modifiers, delete them and a selected modifier would always be on top or bottom in the list, specially useful when using mirror or boolean modifiers.

Also if possible to show modifier icon in the stack and show the settings of active modifier below.

I mean modifiers always stay at the top since the new one is added to the bottom. Only way to change the top one is to move it.

As for the bottom one there was discussion during last year should things like that last subd modifier really be in the modifier stack if it is more of a preview thing. (Should it instead say be render option or separate object setting) That being said while I do think the subdivision one warrants more discussion I can see plenty of cases where pinning an modifier at the bottom would be useful (arrays, deforms, lattices, hooks, Modify type modifiers..) Though, I don't know if pinning is the best way to achieve this it might be easier to just have concept of "Active modifier" where the new modifier is always added after the active modifier. With pinning I don't know how would it work, for example, if I add 3 modifiers and pin all of them (I want one to stay at the bottom two at the top) how does Blender know to add between the top 2 and bot 1 Separate pin symbol for bottom pinning and top pinning (Sounds like itll be a clutter..) Active Modifier would easily allow you to decide where new modifiers go. It could also be easily implemented as clicking say the drag button at the right most corner of the modifier which would highlight it (And then new modifiers would get added on top of that modifier)

Well anyhow I agree in general with the idea so have my vote although I don't know if this is the most elegant way to achieve the end goal.
