Better file management...
I'm not saying the current one is awful but it definitely needs an update. Even just integrating it with windows will make it better cause it will allow us to use third party programs for quick access and stuff.

Can you describe it more specific, this description is not something that someone can vote for. How does it can be better in your way (some scheme, scenario or what ever) ?
(Just to be sure - don't you speak about asset manager that is on the way ... very slowly in these days, right?)
This is a great example of my golden rule on learning new software. Do not bring baggage from other programs. Don't approach a program on how YOU think it should work, Rather try to understand how the developers approached it.
I to dislike the blender I/O. However, I understand it makes for an easier port to other OS's. They don't need to rewrite and I/O for each OS. I've gotten use to blenders I/O and it is what it is. I'd much rather have them spend time on other tools.
I'm talking about the file browser, it got all the basic stuff you need but it's so old and clunky. I would very much prefer to have windows dealing with file browsing rather, blender doesn't even remember my last visited folder. If that's what @mond is talking about and it is on it's way out than great :)
@hitsusandesign: The problem is that the system file browser (be it Explorer, Finder, or one of the many file browsers on Linux) can't do things that Blender's file browser can and there's no easy way to add that functionality to the system file browser. So it would be better to refine Blender's file browser. What we'd need though, would be specific examples of what those improvements should be.
It really isn't sufficient to say "make it better." Try to provide specific improvements and solutions in your proposal that a developer can actually act on.
@Jason van Gumster: I respectfully disagree. Any feedback adds to a consensus. Furthermore how often do the "powers to be" actually executed peoples suggestion? It seems if they get enough feedback on something they evaluate it and make there own decisions on correction.
@othoap: Implementing a proposal can be time-consuming work that we, as non-developers, are asking someone else to do. If we put the same amount of effort into our proposals as they might into the implementation, then the proposals themselves are far better thought-out and more actionable.
@Jason van Gumster: Yes the sheer act of writing out an idea is cleansing, clarifying and cathartic.
