Introduce VapourSynth scripting into VSE
VapourSynth is a python-script-driven library for video processing. All in all it aims at being an Avisynth alternative/successor with many enhancements. It could give Blender superpowers in term of video signal manipulations. It comes immediately to my mind these experiments where VS is used to smooth noise in animations ( blenderartists.org/forum/showthread.php ) but also it could serve for generic video restoration purposes (old tapes anyone?).
It's not clear to me where this may fit better:
- a node in compositor?
- a whole panel in property window (when video output format selected just like "encoding")?
- a clip-modifier in VSE?
- options in the Movie Clip Editor window?
Don't know how hard would be to add it to the video-core of Blender or even if it's possible, but to my ears it sounds good enough to put it on this site.
*** I know that the main concern can be: "Blender is not a video editor, and doesn't will to become. If you need to process video grab an appropriate software out there". It's ok. But just that smoothing feature sounds so cool, and seems to serve Cycles animation so well that... why not?

Can it process and play back in real time? If not, then it's probably more suitable for the compositor than the VSE.
