View2D Modal for Pan/Zoom
There's View3D Modal keys for Rotate/Pan/Zoom and I think it would be nice to have the same possibility in 2D View editors.
Modal keys lets you MMB-drag and - while doing so - press an assigned modal modifier key eg. Ctrl, in order to instantly switch over to Zooming directly.
Given this already exist for 3D View (see my example setup in the screenshot), I think there's a rationale for also including it in 2D View.

Are You talking about MMB to pan, and Ctrl+MMB to zoom?
I'm referring to a feature that I believe many users didn't notice, which makes navigation twice as fast in my opinion. Once you do this, there's no going back, guaranteed ;) :
You can instantly switch to a different navigation mode (i.e. zoom, rotate or pan) within the 3D view - while doing one navigation action - by adding so called modal navigation keys .
I would argue this saves heaps of time and ergonomics, not having to release middle-mouse button when switching modes.
Given that they already exist for 3D View, I would love to see this also in 2D View modes, like the UV Editor for example.
(I'm adding a screenshot of my 3D View modal navigation keys.)
