Ensure data block function

Was thinking it would be nice to have an ensure or verify function alongside get functions for data blocks that would return an existing data block by name if exists or creates a new one. bpy.data.images.load has this functionality effectively. Maybe just the new or add functions could have the check_exisiting option instead of completely new function
