Consolidate VIEWPORT DISPLAY and VISIBILITY sections

IMO the division between VIEWPORT DISPLAY and VISIBILITY is redundant and confusing.

These two things are conceptually similar, with VIEWPORT DISPLAY (VPD) being a subset of the concept of VISIBILITY.

VPD coud be a toggle, with the radio checkboxes in it as ghosted subsets unless it's on. I'll see if I can add my image after this, but it's not a mockup, which I will make if people request it.

Just trying to streamline the UI.

While they seem conceptually similar, think of Viewport Displays similar to Overlays in the 3D Viewport, except these are "overlays" for the specific object. So you can toggle-on Name, Axis, Wireframe, etc., on an object-by-object basis.
Visibility relates to the same function that can be found in the Outliner Editor (the "object list" normally above this properties panel in the default Layout setup). Under "Filters", if you enable all the "Restriction Toggles", the icon that looks like a computer monitor relates to the "Show in Viewports" check-box.

Actually, the function that seems to be redundant is the "Hide in Viewports" (icon looks like an eye) and the "Display in Viewports" (icon looks like the computer monitor in the Outliner Panel with Filter toggles enabled). These two seem to be redundant, but maybe someone with more experience can let us know what the distinction is between the two.

* @Blen_Dave * , I submit that if something SEEMS similar, it IS similar , to the USER.

The UI seems like an old junk shop, where the proprietor is over-fond of saying, "Oh, all those things go here , ....except for this particular thing...."

* @jeric_synergy * Yes, there are quite a few of these little tweaks and clarifications that are needed, and it would be valuable for the Blender development team to dedicate some effort to the un-sexy job of UI house cleaning. I must admit, things have come quite far in this regard since version 2.7, and kudos to the Blender team for making the interface more intuitive in version 2.8.
