Edit Mode: "Inset" > "Boundary should also work on closed edges.
Hello,
why does the boundary fuction on "Inset" only wor on "open" edges, like on the bottom on the screeshot, and not oh "closed" edges?

Because closed edges aren't boundaries. Why would you want this behavior anyway? Having the boundary feature to work on closed edges would just result as non inserted face since Blender can't predict which edge do you want this effect to be applied.
