Bring back the change Handle Size of the Gizmo/Manipulator from Blender 2.79

If you used Blender 2.79 before , there is an option that allows you to change the size of the handles on the gizmo and i find it useful since i like to have a big sized gizmo with the handles being small when i am moving objects in my render and animations. It would also be nice to change the length of the gizmo/manipulator like how you can do so in Maya.
