Pin elements at the top of the "Outliner"
I would find it interesting to be able to pin Collections or Objects in the Outliner. Once pinned it stays on top of it (or bottom, having the possibility to choose is always nice) and under, still can scroll through it.
"Show active" to focus on a selected object should onlyaffect the scrolling area

I will bet money you've never used more than one outliner.
I disagree with the proposal because you can achive something similar with existing features.
Even if i agreed with the "pinned" feature, we don't need to also have the "scrolling everything except for pinned" feature because we can have infinite outliners at the same time.
How I already do something like this to utilize the fact that an object can exist in infinite different collections.
Make 2 outliners. Make a new collection named "pinned". CTRL+Drag objects from one outliner into the "Pinned" collection of the 2nd outliner. Those objects now exist in their original collection and the pinned collection at the same time. You can used the contents of the pinned collection to quickly access the objects you needed.
I actually upvoted this idea, but have you considered simply adding another Outliner? It's pretty easy to split the Outliner into another window where you keep the desired item in view.
Amazing feature, also what if the icon would appear only on mouse hover 🙏🙏🙏
