2.8 - "Add Cube" tool snap to stuff
Yes, just that, when using the new Add Cube tool, it should snap to whatever we need, faces but mainly vertices.
But only if the snap tools are active or maybe pressing the Ctrl key, just like everything else.

This is the behavior that the devs intended. Edit mode snapping has issues right now that are being worked out so that this will be possible.
