There should be a category for proposals related to python scripting in blender. Or more specifically, the blender python API.

Oh wow. Yes. Absolutely. That was a complete oversight on my end.
Update on this: I've added the scripting category. However, it's not showing up in the correct order in the category menu (it should be above Meta). For the time-being, though, we'll just have to tolerate that until I can figure out how to fix it. :)
