Fix VSE: 1. ability to mix video clips of different frame rates , and 2. ability to add the current scene in VSE

In VSE it is very hard, almost impossible to add clips with different frame rates. If this single issue can be fixed, many people will have no reason to use paid software like premiere pro, because many people just want to do basic stuff like cut and join clips with basic transitions.

Also, in 2.8 we can't add the current scene in VSE, which was possible in 2.7.

There are a couple different ways that this could go... whichever direction that's chosen, the user must always be able to decide whether to bring in videos at their stated framerate or ignore the framerate encoded in the file:

  • Transcode on load: This is the easiest to implement... and pretty standard practice among NLEs. When the user adds a video file to the VSE timeline, they should be prompted as to whether the VSE should transcode the video to the scene's framerate or if the video's frames should just be used in sequence, regardless of the encoded framerate. Then Blender would transcode the video to a cache somewhere and use that transcoded resource as its source for editing. Upside here is that it's relatively easy to implement. Downside is that this requires that users have sufficient hard drive space for the transcoded video. Also, from an asset management standpoint, users would need to remember to copy the cache along with the .blend file if they're changing machines to work... much like they would for simulation caches.
  • Transcode on the fly: This is the "sexier" way to do this, but it's much more difficult to implement in a robust way. When the user adds a video to the VSE timeline, the video is automatically transcoded in real time to the scene framerate. There might also be a framerate slider for the strip so the user can arbitrarily vary the framerate relative the the scene. This approach would give a lot of flexibility not just for video, but also for imported frame sequences and even retiming linked scenes. The downside is that this is incredibly hard to code well... so it would take a lot of time and would likely be more crashprone.
