Preferences like Properties Editor

It would be cool if the preferences editor worked the same way as the properties editor, with icons instead of text on the tabs and with CTRL+MOUSESCROLL. I thoug about that since both editors already share some other caractheristics like CTRL-MMB for zoom, opening and close panels with click & drag, and switcthing panels positions with the handles!

Yeah also, some of the elements in the main area should always be visible. I mean, for exemple, if you go into Addons, there is the search field, refresh button etc. The issue is that these elements gets hidden when we scroll down. Sometimes, you have to scroll all the way up to refresh then rescroll down and so on

* @darknoodlesorigine * good idea! I also think about icons for the side bars tabs. All side bars are currently still with vertical text tabs. I personally dying line to read verical text. Icons there would be better!
