rescale all scene by fixed value

i suggest to develo tool in modeling section lto re-scale all scene by fixed value like in amages attached

get by measure tool the size between 2 lines in .30 cm and change it to .20 cm

then get message say you need to resize all scene - when press yes - all scene resize to the new size according to the distance between the two lines that i changed immediately thank you in advance
