Outliner: Boundary cross scrolling when dragging object

With the new collections, organization of the Outliner becomes much more of a primary workflow task. Currently there is box select / deselect and drag/drop inside list as well as drag/drop out of list are implemented well. However, when the list is long, commonly the drop target is scrolled off the screen.

Suggestion:
Crossing the upper/lower boundaries of the window while dragging causes the window to scroll more into view in that direction.

Expected push back:
Dragging into the 3D viewport is a thing that might conflict with this suggestion. Could be implemented just at window boundary and disregarded when drag mode changes to drop in 3D view.

Current workaround: The mouse wheel does scroll the list while dragging.

Jason van Gumster, there seems to be a site markdown parsing bug[

]The NEWLINE is ignored if adjacent to a character[ ] or a single space [ ] NEWLINE is only respected if prefixed by 2 spaces [
] Or there are 2 in a row[

]In this comment all enter presses are just before the close square brace, for ref.

* @ian.finnimore * For this, I'd suggest either making a proposal here marked in the Meta category or report the issue directly on the Dillo GitHub page .
