Add default envelopes to Rigify

Rigify provides a great baseline for rigging, but in the rare instance you might use Bone Envelopes to determine your weighting, the deformation bones start out with completely untouched bone envelopes. My proposal is to add some default envelope weights, such that an out-of-the-box rig will more accurately correspond to anatomy that aligns with the rig.
