Show dialog for new GP layers

I'd find it valuable to be able to set some basic info (mostly name, but blend mode, use lights, etc. could be handy too) right when a new Grease Pencil layer is created.

The functionality would be similar to creating Collections, where double-hit enter would create the layer with defaults - just like now. But optionally one would be able to set details right on creation, hence keeping the workflow smooth.

I've personally set a keyboard shortcut for layer creation and having such a dialog would nicely fit into my workflow. I'm sure, others too.
