Alt bind to another key.
The moment you hold down the Alt key and move the mouse across the viewport, clicks occur to snap the mesh to the axes. How can I transfer this function to another key, for example Ctrl?

What you're suggesting its a common "snap option" for some vector graphics like apps like Inkscape or some CAD apps LibreCAD. Being honest a sidebar with such options will be nice, specially for architectural and hard surface modeling.
ALT + something = hotkey, some apps even use it to duplicate and so on.
So the less "problematic" way (IMO) is actually activate the tool and them constrain the AXYS though a HOLD event of some key, like ALT (CTRL, SHIFT is already used).
And by the way, you should change the title, it's not clear what you're trying to suggest. Something like "ALT to temporary constrain AXYS in move tool" or something.
It will be nice if there is a way to add shortcut to the CONSTRAIN AXIS in MOVE TOLL or change the TRANSFORM MODAL MAP options for a while without tweak snap menu and X, Y, Z keys.
