Organization of custom properties

Currently there is no organizing custom properties other then trying to name them in a way that puts them at the top like using special characters or numbers to do so, i have 2 proposals

1. a custom properties editor(just a popup) that would let you create and move custom properties around in the list

2. just a drag and drop method of re-ordering in the menu that already exists

to expand on this idea it'd be nice if there was a custom property type that in the custom properties menu in the viewport would show up as just a label, so you could use it to separate custom properties in a categorical kind of way.
