Custom 3d viewport widgets arrangement (Similar to web browsers)

Hello guys. I would like to propose a feature that would allow the user to customize blender's viewport. The only thing that would be movable are the widgets and tools.

This will be very helpful for every blender user. The main reason is we have to acknowledge that every one is different. One preference is different from the other. There are lefties which includes me, and there are right handed artist that may be more comfortable with the current default setup of blender.

I hope we can take this to consideration. The only reason I created this proposal is to have the ability to transfer the dimensions widget/tooltip because it has been placed at the top left corner for a very long time and I find it very unpractical to look up right to where it is placed and going back again to the center viewport. I prefer placing it at the bottom giving me less of an obligation to move my head back and forth and making it more easier to monitor the measurement of certain dimensions.
