[UV] Move UV Channel Up/Down

What? There is no operator to change order of UVChannels and to do that You have to do workaround (only if You know how)

Why? In short interoperability. Other software that i use (Unreal,Unity) referrers to UV channel index instead of UV name. So changing their order is important to export them correctly.
