Bug Tracker for the site

Currently, it's not very clear where people are supposed to report bugs. I've been seeing quite a few bug reports floating around in comments and meta posts, but I think there needs to be a dedicated bug tracker (and a link to it in the footer of the site).

Bugs could be reported in the meta category, but that would clutter the site with bug reports making it hard to find any proposals.
