Allow mouse panning while using the camera view

Hello guys. I already created a feature proposal similar to this one but with some changes to where it would be added.

When using the camera it would also be nice to have some ability to pan it with the mouse. Currently when you use mouse panning in the camera view it will just cause it to exit the camera view.
