Value scrolling for data block selectors

Hover mouse on data block selector and Ctrl+Scroll to fast enumerate data blocks WITHOUT opening the list like other value fields. It is faster than opening the list and choosing the next data block. Useful for mesh data, text, material and image switching. This behavior is available for value fields like numbers, lists and colors but not for data-blocks list.
