Export should use collection name as filename.
Whenever exporting from blender it uses the .blend file name as the export filename until an object has been exported then it will continue to use the name of the previous export. This can often lead to overwriting a previously exported object, or exporting something with the wrong name.
I think this could be solved by exporting using the active collection name as the default. Or even adding a right click menu item for exporting a collection in the outliner.

It is the way it is because Blender is not in the paradigm of selecting something and exporting it. The export menu is made to be run once and then lets you eventually chose if you want to export a selection, not the other way around.
Using the selection's name would make sense only when you export a selection in the first place. But unlike other 3DCC softwares, Blender does not give you that choice before having the export options open. It has been requested many times, but so far it has been denied AFAIK.
I don't think this explanation gives any reason why it's not possible or a useful feature. If it's possible to export only the active collection then it simply is just a shortcut to open the export window with the collection name or something of the like. And with the asset browser functionality coming into play it could be part of that functionality, since the idea is that single blend files can contain many assets that are to be shared with other users and software. It just makes sense for organisation sake.
I never said it is not possible nor useless.
I just explained why it is the way it is as an answer to your question "why .blend file name?" and pointed out that it's not good so long that the principle of being able to select and export isn't there - which has been requested many times before and so far never implemented .
There even has been a trend of people asking to at least have the "selected" option enabled by default as a middle ground, this also has not been done.
Yes please, wold like to see that too. Maybe in a form of variable like in houdini — To define once convention, e.g. $blendfile-$collection.obj. For now we have to keep all that in the mind. Nightmare to export complex scenes to separate files, if you want to iterate on them.
