Make all Workbench settings available for render

As of writing (latest build just opened), the Background render sttings are missing from the Render Properties Tab of the Workbenck engine. I'm currently using the Workbench engine to get a cheap and fast NPR look and it's a shame that it's missing such a basic option, already present in the viewport.
