Vertex paint opacity(strength)/flow design flaw
Photoshop-like approach to brush workflow offers intencity control with 2 sliders. Opacity (without buildup) and flow (with buildup aka. blender's "accumulate"). With opacity supposedly being the primary one due to option of controlling it through Alt + rbm mouse drag.
Which when it comes to actual painting prowes to be inefficient and counterintuitive, PS opacity having no buildup in strokes results in less subtle control of color, hence most of the actually experienced artists tend to develop workflows where they would avoid tweaking opacity as much as they can. Watch drawing timelapces on YouTube for example, most of them use workflow with "color picker iteration" and not once adjusting opacity or even the flow.
Photoshop as application was designed for photographic imagery editing, painting is its secondary function. Most other apps that were specifically designed for drawing don't replicate PS double slider approach. You won't find it Corel Painter, or Paintstorm, or Sai, or even Krita.
Blender old vertex paint as a standalone mode offered a more sutable and universal option for drawing/sculpting IMO. With intencity controlled only by one "strength" slider + accumulate(build-up) on/off checker, turning "strength" into "opacity" or "flow" when you needed it. And its especially important since strenght slider can be controlled with "Shift+F+drag" combo.
New vertex paint turned strength into usless opacity that still takes the "mouse drag hotkey", and replaced "accumulate" with "flow" slider, that not only replicated Photoshop's workflow issues, but worsened them with hiding "flow" slider into pop-up menu, making the working process even more stubborn.
Suggestions: Either 1. Bring back the old control scheme. Or 2. Bring the "Flow" slider out of the pop-up menu and give it mouse drag intencity control.

Marking this as "In Development". This is indeed a flaw we want to fix for further painting tools polishing. While Flow is a setting that we want to integrate more, we need to make this as intuitive as possible. Direct shortcut control and easy enabling of accumulating is very needed.
