consistent behaviour of numpad +/- across all windows

currently, when we press +/- in outliner, it expand/collapse the collection while if we do the same in properties window, it does change the size of icons, which breaks the flow.

I am suggesting to bind +/- to expand/collapse behaviour as it is used frequently and Shift +/- to bind to increase/decrease size of text/icons.
