undo also undos the tool settings (problem)

i feel like undo for tool setting should work only when the mouse is over the tool window on the right side.

i cant even count how many times i just turned the strength of the weight paint to 1 and then do and undo to remove the previous weight paint only to realize later that nothing is painting because the weight strength is not back to 0

i know you can do undo first and then change the weight strength. but i still feel like would be better than what it is right now since all the other windows in blender also have a mouse over system
