Add-on Area

This is for a new blender area for add-ons. The problem this is trying to solve is having large add-ons crammed on the sidebar when add-on developers don't have elsewhere to put them. This would be especially useful for those with multi-screen display who want to see the full 3d viewport but also want to have an addon open. The add-on area would have a drop-down (or other solution) for selecting which addon to display below in this blender area. Add-on developers can decide how to organize this area within the blender UI parameters.
