Time drag tool similar to "Set Cursor" in Graph Editor

Heyo! As an animator I find it incredibly useful to be able to scrub through my timeline easily and from anywhere without having to grab the timeslider or mash keyframe navigation keys. :)

In the Graph Editor there exists the "Set Cursor" tool which somewhat allows you to scrub through, but it's limited to the graph editor itself. If we could get a global time drag/scrub tool that would similarly let your drag left/right to go forward/backward (even in the viewport) through time that'd be awesome.
