Curve magnet to surface rule consistency

When using the anchor tool, I always find it strange that when I want to set a point onto a surface, I forgot it doesn't work if the magnet is enabled like it's in it's own exception rules. However when using the pen draw curve, there's an option to draw it over surface. I wish they both just respect the magnet enable logic as it would be easier to understand and less repetitive options.
